My favorite New Year's Eve was the one I spent in Paris. In that city cars are not allowed to use their headlights or horns except to warn pedestrians they are in the way (note, they don't slow down.) But on New Year's Eve, reveillon du premiere de l'an, these rules are suspended and cars drive around flashing headlights and sounding horns. It is hard to imagine the excitement that creates in a place where those lights and sounds are normally absent.
